The program was an unexpected success and the number of volunteer Scout Explorers as young leaders had reached 10,394 in the first 10 years of the program in 2012. [10] This year, the contribution of young leaders was recognized by the Scout Association as evidence made available to Parliament`s Education Committee as part of youth services and the then current ideology of big society. [11] In this program, Scouts supported the creation of a citizen national service, believing that graduates of the program could continue to volunteer as young leaders, while describing the benefits of the program by saying, “We believe that this exposes young people at an early age to a culture of volunteerism and encourages them to take on active leadership roles in their communities.” [11] Recognition of the program is achieved through a series of badges and culminates with the Young Leader belt buckle worn with his uniform. The Young Leaders Badge is awarded at the end of the mandatory training module and is surrounded by one of four mission badges when each “mission” is completed; the loop is only assigned by completing each module and mission. [3] The program is popular with youth who want to volunteer in their community. Since its launch in 2002, the program has grown from 1,245 young leaders to 10,394 a decade later, emphasizing transferable skills as an advantage. [4] In addition, Girlguiding members aged 14 to 18 and young people aged 14 to 18 who complete the Duke of Edinburgh`s Award can become young leaders to complement the voluntary elements of their awards. Like other young leaders, they must complete an apprenticeship, but cannot access the broader Scout Explorer program and can only volunteer for a period of time. The training of young leaders is carried out through eleven labeled modules that cover the skills needed to play an active role in the management team, challenging members to apply what they have learned through four “missions” in their sections.
